The one read that includes today. through_hour is the last complete hour it compared, in account time; anything later is invisible. When there is nothing fair to compare yet — no hourly rows today, too early in the day, or under 3 days of history — it answers 409 conflict: retry later.
Requires a key with read scope or higher.
Returns 200 on success.
